In Hungary, the population is falling at a staggering 20,000 per annum, whilst nationally, 40,000 abortions are carried out in the same period.  As part of a work-life balance strategy, the Hungarian government used EU money to promote adoption rather than abortion to try and address the problem of a shrinking population.
